He graduated from the Law Faculty of Charles University in Prague. After graduation, he worked first in the area of copyright and since 1993 at the Department of European Law, Charles University, Prague. Between 1996 and 1999 he was a member of the Ministry of Justice Commission for Recodification Copyright. Since 2001 he has been an associate professor of European law. In 2004 he became Deputy Minister of Foreign Affairs and in 2007 – 2009 he was Ambassador of the Permanent Mission of the Czech Republic to the Council of Europe in Strasbourg. In January 2009 he was nominated to the post of Minister without Portfolio and Chairman of the Legislative Council of the Government. In May 2014, he was elected a Member of the European Parliament in which he was elected Chairman of the Legal Affairs Committee.
